The SBA 8(a) Business Development Program is a nine-year program for small businesses that are at least 51% owned and controlled by individuals who are socially and economically disadvantaged. Participants receive one-on-one business counseling, training, and management guidance, plus access to set-aside and sole-source federal contracts. As of 2026, every applicant documents disadvantage with specific, fact-based evidence. The SBA also certifies Women-Owned (WOSB), HUBZone, and veteran-owned small businesses.

North Carolina’s Office for Historically Underutilized Businesses (HUB) was eliminated in the July 2026 state budget, but some of its work continues. The Small Business Enterprise Program — a race- and gender-neutral program now housed in the Department of Administration’s Division of Purchase and Contract — still helps North Carolina small businesses compete for state contracts. Certified HUB vendors are encouraged to keep their certifications current, and state agencies are still encouraged to work with them.
